Mojang Studios (owned by Microsoft) explicitly prohibits distributing their assets. Eaglercraft does not distribute the official assets folder, but it does require the user to hold a legitimate Minecraft license or for the host to provide the assets. In practice, most public HTML files include a "download assets" script. Technically, playing Eaglercraft without owning Minecraft is copyright infringement. However, Microsoft has historically focused on taking down large public proxy sites rather than individual players.
