Right-click the CS-2820 desktop icon, select Properties , go to the Compatibility tab, and check Run this program in compatibility mode for Windows 7 (or Windows XP). Run the program as an Administrator.

Icom does not offer CS-2820 as a free download. It is commercial software. However, Icom Americas and Icom Japan provide a that allows you to view and design a file, but not transfer it to the radio.
